Also this seems bypass with different method , without removing setup folder . Actually if you remove setup.app folder you going to make even more difficult activate your device . All idevices need to be activated to make carrier work . To fix iphone 4 carrier after bypass and before you connect itunes add this new file: add (mnt2/root/library/lockdown/) the iphone must be in DFU mode to root. Restart and connect itunes.
